The housing was poorly constructed and intended to be temporary, but it remained that way for decades.#4 During World War II, the government collaborated with private groups to segregate Richmond. The United Services Organization maintained separate black and white clubs in Richmond for military personnel, and the police arrested and jailed African American men if they could not prove they were employed.
