Kennedy's presence loomed over Carter's domestic policy adviser, Stuart Eizenstat, as he pledged that the Carter administration would ask Congress to act on health insurance.#4 In Memphis, Kennedy addressed the issue of health care reform, calling national health insurance the great unfinished business on the agenda of the Democratic Party. He stressed leadership, and the audience responded with passion.
