In this book, we have translated and commented selected passages from a text that has never been published in French, and only partly translated into English. This is no accident: the theory that Althusius develops here, at the beginning of the 17th century, is totally alien to the centralisation of powers so characteristic of French State institutions. Considering the Bodinian theory of sovereignty, which places the absolute competence to command - perpetual and indivisible - in the hands of the sovereign, Althusius argues that unavoidably, this system would deprive society of its dynamism by making it intrinsically dependant on the power. He then inverses that logic, conferring rights of sovereignty on an organised people. By attributing sovereignty to an ensemble of many socio-political associations, created by men to fill their needs, Althusius founds a political theory that gives society the power it needs for self-organisation. At a time when the representative Republic is losing its legitimacy, this text provides an atypical political notion one of whose virtues is to decenter most modern concepts by distancing our eroded certitudes.
